Do you have any comments on the vision and strategy for the future?

West Oxfordshire has several large historic country estates, including the Cornbury Park Estate, which still function as centres of social and economic importance for substantial parts of the rural area iof the District. The existence of these estates needs specifically highlighting in the CS and their development needs and requirements recognised. This could be included in policies CS1, and CS2 where an additional bullet could be included to refer to large country estate development and diversification as distinct from farm diversification, which does not encounter the same range of planning and development issues. The estate supports the provision of affordable homes in CS4 but considers it vital to consider viability of rural schems, given the reduction in potential funding. It is suggested that cross subsidy open market housing should be permitted in appropriate circumstances to enable the levels of delivery of affordable homes to be achieved.

The Cornbury Park Estate supports the provision of affordable homes on rural exception sites in CS11 but considers it vital to consider viability of rural schems, given the reduction in potential funding. It is suggested that cross subsidy open market housing should be permitted in appropriate circumstances to enable the levels of delivery of affordable homes to be achieved.

Do you have any comments on the use of existing buildings strategy?

The Estate welcomes a policy enabling the re-use of existing buildings and has demonstrated that buildings inappropriate for their originally intended use can be found viable alternative uses. It is considered that mixed use development should be permitted in appropriate cases in order to reduce commuting by motor vehicle, and the last paragraph of policy C13 amended to facilitate residential conversion where otherwise will be necessary to commute.

Do you have any comments on the economy and town centres strategy?

the Estate supports CS15 subject to the possibility of mixed use development where it will reduce the need for commuting. It also supports policy CS16 but would refer the word 'large' to proceed the definition of Country Estate to ensure the policy only applies in appropriate cases.
