Do you have any comments on the vision and strategy for the future?

Hailey Parish Council commented extensively on the LDF-Core Strategy in March 2010. We do not feel it is necessary to repeat those views here, and are pleased that WODC has taken the views expressed into account in preparing the latest draft of the LDF Core-Strategy published in January 2011.
In general terms, Hailey Parish Council supports the policy for housing development outlined, with the main centres for proposed major development being in West Witney and Carterton.We are pleased to see there is a commitment to protecting the seperate identity of villages in close proximity to the edge of Witney (para. 4.9). Our own survey of residents of the Parish carried out in 2009-10 confirms this is an issue of major concern. We would like this to be included in the CS5 Policy statement, as a policy of WODC.

Do you have any comments on the strategy for Witney?

We support the decision not to include the North Witney site in the DCS. We do not support the building of the West End link as we believe this that this could well increase congestion, or simply re-direct the congestion on West End to a new river crossing.

Do you have any comments on the meeting specific housing needs strategy?

In general terms, Hailey Parish Council supports the policy for housing development outlined, with the main centres for proposed major development being in West Witney and Carterton.
We support the objective of creating more affordable housing, and would be pleased to play a role taking appropriate schemes forward in Hailey.

Do you have any comments on the transport and movement strategy?

We do not support the West End link as we believe this may simply re-direct congestion. We are concerned by the increase of traffic in the area, and on the A40 to Oxford. We believe this could be improved with appropriate traffic schemes. The rural road network is under considerable pressure from an increasing volume of traffic. We welcome schemes for improved public transport, and in particular intergrated bus and train schemes and timetabling to Long Hanborough and Charlbury.

Do you have any comments on the infrastructure strategy?

We recognise the importance of ensuring infrastructure development of leisure and recreational facilities, education and transport match any increase in population in the District.

Other comments

We support the work of the Wychwood Project, and are pleased to see that Hailey - with 2 significant Wychwood projects in the Parish - is included in the Wychwood Project area (page 63)
