The lack of rail links to the major towns of the distirct is highlighted as a weakness. It would be a good idea to then identify the provision of rail links or the better integration of bus services and existing rail links as either an opportunity or a challenge.

Summary of Key Issues and Challenges Whilst a high quality built heritage is indeed a strength, there could also be mention of the District's rich archaeological heritage. Certainly the fact that approximately one-sixth of the Scheduled Ancient Monuments in the District are "at risk" should be identified as a challenge.

I think this SWOT analysis misses out the key role of Blenheim World heritage site; it is a key strength which should not be subsumed in the general headings you have on the environment, it is also a key opportunity but at risk if it s future is not planned

The biggest short term barrier to economic growth in this area is the traffic congestion on the A40 Witney to Oxford which I conservatively estimate is costing the economy about £15M pa in lost productivity. Whilst this is not confined to local ratepayers, it's cause is in this area. Support the statements made with the exception of the statement 'No significant areas of dereliction' made in strengths. I would describe 'Carterton' as a significant area of dereliction due to: 1. The complete basket case of a town centre. Poor mix of shops and constant planning objections from existing traders in an attempt to keep competition out. 2. The nimby objection from residents in outer villages to the Carterton West proposal in favour of further housing in Carterton Town itself. 3.
