i also support Core Policy 12, 'Supporting the Rural Economy'. Improved broadband and mobile coverage to enable home working and improve amenity, would support the local economy.

We support in principle the aims of the Policy. However, although this policy could be applied to the Blenheim Estate, we note that this policy does not have a wide enough scope to support the Estate's proposals for the maintenance and restoration of the Palace and its Parkland, as stated in the World Heritage Site Management Plan. To this end, we reiterate Blenheim's request for a specific policy to address these site specific requirements which together would assist the Estate in terms of the

Core Policy 12 Following from our comments on paragraph 6.23, English Heritage would like to see an additional bullet point under "Development proposals which make a positive contribution......will be supported where they" – "would not result in the loss of or harm to heritage assets and would help to secure the future of such assets".

It is encouraging to see that the roll-out of high speed broadband to rural communities is considered essential for economic growth. It is also important for other aspects of social sustainability, for example access to services and information.
