A Major Concern with this Development is Encroachment QUESTION 1: Your Planning Policies stated the following Sub-Clause 10:11: Only constrained expansion is allowed because of the need to protect Brize Norton and Shilton in their rural setting and separate identities Sub-Clause 10:12: Also, Aircraft noise and boundaries of the Air Base rule out any noise sensitive development including housing. Since this policy was adopted there has been an increase in the volume of air traffic using the

Most of us have made a deliberate choice when deciding on the locale in which to live. Each place has its own identity which will influence that decision. We chose to live in Brize Norton Village. Hence if the powers that be propose to destroy our village environment then vigorous endeavours will be made to resist any encroachment or coalescence. Brize Norton was assured, at a previous public planning meeting when Shilton Park was being proposed, that Monahan Way would act as the definitive bou

Aircraft Noise and the Proposed Carterton East Development On the basis of measured levels of aircraft noise, I believe that the proposal to develop Carterton East should be dropped. It appears that the possible noise levels have been underestimated and that the site has been made unsuitable by the arrival of the C130 Hercules. In the process of evaluating the Carterton East Development, I looked through the various documents associated with the Draft Local Plan, but failed to find, a map that

In the process of evaluating the Carterton East Development, I looked through the various documents associated with the Draft Local Plan, but failed to find, a map that shows noise levels around RAF Brize Norton (RAFBN). Perhaps I have not looked hard enough, or perhaps there isn't one, interesting. I would have thought that the local environment would be an important factor in any development plan. Eventually I found a map in an RAF 'C130 EGR Noise Abatement Report', ie Fig D3 'Full power C130

As a resident of Brize Norton Village (BNV) I was very surprised when it was decided that the Repatriation Route was to pass through the village rather that exit though the main gate of RAF Brize Norton. This was surprising on a number of counts, but one of them was that the route selected is prone to flooding since the development of Shilton Park. Prior to this flooding in BNV was a rare occurrence, since that time things have changed with extensive flooding in 2007 and 2012. The current provi

Local Draft Plan for West Oxfordshire I emphatically object to any plans to build houses in Brize Norton Village (NOT east Carterton as defined by yourselves); it is absolute madness. It is also within our boundary. Can this be ignored on a whim? Encroachment The encroachment on our village is outrageous. You even state in your 'Creating Futures' Feb 2001: 'Monahan Way was designed to provide a clear edge to this side of Carterton'. Housing/Employment If houses need to be built then do so i

Brize Norton village (BNV) is residential in character, whose roads are narrow and the discontinuous arrangement of the pedestrian pavements combine to make it grossly unsuited to the volume and nature of the traffic which currently passes through it. The table below shows a comparison with BNV and some villages of similar size & character. Location Period Vehicle Count Date BNV Carterton Rd 7am - 7pm 9800 (264 HGV) June 2010 BNV Manor Rd 7am - 7pm 6200 June 2006 BNV Station Rd 7am

My dictionary defines ENCROACHMENT as * 'to intrude, especially on another's territory or rights' or * 'to advance gradually beyond due limits' The proposals for the Carterton East development certainly intrude on Brize Norton Village (BMV), viz: * The land lies in BNV's parish, not in Carterton. BNV's history dates back to the Doomsday Book. * They break an earlier promise that Monahan Way would define the easternmost limit for the development of Carterton. * The draft plan itself states

I strongly object to the latest proposals to develop the Carterton Area, my reasons are as follows: 1. Encroachment - the site of the development is in the parish of Brize Norton Village (BNV), not in Carterton. When Shilton Park was proposed we were told that Monahan Way would be the easternmost limit to the development of Carterton. Can we believe any promise made regarding any proposed long term buffer? 2. Encroachment - in the Draft Plan section 3.88, page 66: it states that the potential
