Without ecological surveys for all the proposed sites it is not possible to comment on whether there are potentially major negative impacts on biodiversity. The following are therefore initial comments. Any development should help meet the aims of the nearest Conservation Target Area (CTA). Development is to be concentrated in the Witney (and Carterton) area; Witney will be the largest conurbation inWest Oxonbut with no facilities for Adult Learning. Section 9 of the LP deals with the strategy at the local level and sets out individual core policies for each sub-area. The LP identifies strategic development sites at Witney, Carterton and Chipping Norton, but fails to identify land within the remaining sub-areas, relying instead on subsequent plans to identify further land.
