9.64 I fully support that development of land to the West of Carterton is unfeasible and trust that any attempts to develop in that area will be prohibited. I would suggest that that message be conveyed to Crest Nicholson who have distributed flyers (West is Best) riddled with unsupported claims and statements to residents in the last fortnight.

Section 8 (8.17) Section 9 (9.47) and Core Policy 29 (point 8) We are concerned that the wording in these sections with reference to the need for improved links to the A40 is inadequate. 9.48 We support the need for improved bus services to Swindon 9.49 We would not accept that Carterton's cycle network is good until many more of the existing sections of cycleway are linked up. There needs to be an overall strategy for achieving this so that the best use is made of funding available for this purpose.

In 9.45, we are concerned that recent pedestrianisation schemes in Oxfordshire (e.g. Kidlington High Street, Parsons Street in Banbury) have significantly worsened permeability for cyclists by forcing them onto busy roads. In 9.50, we would note that the decisions made onDowns Roadmay significantly impact on the much-needed cycleway between Carterton and Witney, and this backs up our contention that such schemes must improve cycling and walking provision.

Para 9.64 - land to the West of Carterton provides the opportunity to plan for long term growth beyond the plan period. This was an option in earlier versions of the plan and should still remain an option, despite the recent availability of MOD land in the centre of the town reducing the number of dwellings needed to 2031.

I object to the building of a Brize Norton bypass. This is an unnecessary intrusion into the countryside, which is not outweighed by the benefit to a few villagers. Money would be better spent elsewhere in the plan.

We note the local plan at 9.41 on page 118 makes no mention of Carterton South Industrial Estate. Whilst owning two units on this estate and with a desire to invest to re-develop these units and create employment in the area, we would like to know the planning policy particularly since the estate is owned by WODC. Whilst remaining terms of leases held by lessees are generally below 50 years, it is not possible to obtain loans from banks to re-develop and re-energise the estate to drive more loca
