Carterton Town Council | 20 Jan 2013 | Draft Local Plan October 2012 STRATEGY AT THE LOCAL LEVEL Carterton Sub-Area CORE POLICY 32 - REEMA North and Central Strategic Development Area (SDA)
Core Policy 32 REEMA North and Central SDA
The Council supports this policy.
The Council welcomes the fact that a decision has at last been reached about the number of married quarters that the RAF need although we are disappointed that many RAF families have been housed outside the town and that others have chosen to stay at Lyneham. The overall reduction in the number of families moving into the town has had a negative impact on the primary and secondary schools within the town.

As previously commented, transport links need to be improved with the emphasis on public transport and cycling/walking.
Rail link should be identified as an ambition with short temr measure of coordinated bus services/rail services and park and ride facilities.

I support the replacement of MOD housing and the provision of other housing. These areas of Carterton are looking rather sad and unwelcoming at present.

2.19 If Carterton is to have 1,850 homes, more should be made of REEMA North and Central. We understand that as WODC's housing model is no longer based on need generated by population growth, then all that counts is how many more houses can be built on the site than currently exist. The site accommodates 315 homes at present (according to a recent letter from the Rt. Hon Mark Francois MP to the Prime Minister). The site has capacity for 1,360 based on 200 SFA houses at 16 per acre and 1160 at 20

We request that Core Policy 31(j) and 32(f) should also require a contribution to a new cycleway to Witney.

I object to the omission of the need for improvements of the access to the A40 at the B4477 junction to allow four way access. This is more relevant to this development than contributing towards the Brize Norton bypass.

The area in Carterton where the MOD flats and homes have been demolished has become an attractive parkland. It would be nice to think that as many as possible of the existing trees and greenspaces can become part of the new proposed development. Already the density of houses on some of the newer estates has become too great.

Within Reema North and Central I hope that all of the mature trees and hedges are maintained and a new extensive planting programme is instigated. As with Carterton East there is the opportunity to provide and link a wide variety of excellent green infrastructure throughout the proposed developments to encourage recreation, general well-being and to allow nature to thrive within the heart of the town.At preset though the plans are very vague so it's hard to tell what will happen. In terms of housin
