The duty to cooperate is not a duty to approve, and the idea that the plan will be likely subject to further undetermined revision shortly after best-case-scenario approval makes the entire exercise appear unsound because it intimates policymakers are treating the situation as a defacto duty to approve by accepting purported virtually imminent changes whilst not being able to give any indication as to the scope of these changes for the public to consider.
